As AT&T tells Tennessee that it's too cumbersome to negotiate for TV franchises with each local government -- spawning an epic battle to change state law -- the company has negotiated for a local contract in suburban Memphis, according to the Commercial Appeal.

A state lawmaker is hoping for some last minute changes to legislation deregulating the cable industry.

The proposed Video Competition Act is up for a final vote in the Assembly later today, and State Representative Gary Hebl (D-Sun Prairie) plans to offer several amendments to the bill. Hebl, a major opponent of the legislation, says it needs serious fixing before it's sent on to the Governor.

What happens when a large and powerful US industry decides that it doesn't like a law? Simple: it works to change that law. AT&T has had notable success this year at pushing legislation for state governments to bypass local controls and give the company a statewide video franchise. Not to be left out, cable has mounted a lobbying offensive of its own in the wake of the FCC's attempt to regulate the industry. The effort is now paying fruit in Washington.

The so-called "triple play" of voice, TV, and broadband could not be matched by telecom competitors, so Comcast took hundreds of thousands of phone customers away from them each quarter.
