The promise behind Internet Protocol television, or IPTV, is enormous, but fulfillment of that promise sometimes seems a long way off.
A year into major IPTV deployments around the world, progress on new features is slow, although a new version of Microsoft's IPTV software takes at least a small step toward tapping the technology's considerable potential.

The Consumerist runs this good but inaccurate report on AT&T's offering its mandated $10 DSL intro rate for those who have not subscribed to DSL previously. AT&T accepted this as a merger condition when it acquired BellSouth last year. What Consumerist gets wrong is that this condition comes not from the FTC, which did not review the merger (regular readers will recall that it was the Department of Justice Anti-Trust Division that gave the merger a thumbs up with no conditions). The price control aspect came from the FCC, as part of the bucket 'o concessions AT&T made after it failed to get McDowell unrecused and suddenly had to respond to Democrats rather than blowing them off with bogus concessions.

AT&T is required to offer a $10 DSL option to those consumers who are in AT&T’s 22 state coverage area and who have not previously subscribed to AT&T DSL. This requirement is part of concessions made to the FTC so that AT&T could merge with BellSouth and take over Cingular.

Note: It's amazing how shortsighted a 200 billion dollar corporatiom can be - but then again AT&T was once the largest cable TV company before selling it's broadband assets at a 50 billion dollar loss.
